NSCOA and TESDA Manila Strengthen Grassroots Basketball Refereeing Through Competency Standards Development
The NSCOA Cooperative (National Sports, Coaches, Officials and Athletes Service Cooperative), in partnership with the TESDA Manila District Office, recently completed a significant milestone in the development of Philippine grassroots sports. From April 7 to 10, 2026, they conducted the Competency Standard and Functional Analysis Development Workshop for the Grassroots (Local) Basketball Refereeing Program at Honorio Lopez Technical Institute Inc.
The three-day activity was expertly facilitated by former Regional Director Dr. Luisita S. Dela Cruz, with engaging interactive workshops and role-playing sessions led by former District/Provincial Directors Ms. Cecilia S. Amaro, Ms. Ma. Lourdes Villanueva, and Dr. Rodrigo Dela Cruz. Participants immersed themselves in collaborative discussions and practical simulations designed to mirror real-game scenarios, ensuring the standards developed are both practical and effective.

Building a Stronger Foundation for Local Referees
This initiative focused on establishing clear competency standards and functional roles specifically tailored for barangay-level basketball referees. By defining the knowledge, skills, and attitudes required to officiate effectively, the program aims to professionalize grassroots refereeing across the country.
NSCOA Chairman Allan Maronilla and Vice Chairman Sherwin Yanzy Enriquez played key roles in gathering industry experts for the workshop. Course validation was provided by PBA Legend and Coach Edgardo “Ed” Cordero along with other SBP-accredited game officials, adding significant credibility and practical insight to the developed standards.
Empowering the Next Generation of Officials
The primary beneficiaries of this program are local referees serving at the barangay level. Through this training framework, they will gain the competencies needed to officiate with greater confidence, fairness, and professionalism. The program is expected to:
